The Nazi secret police was an instrument of terror against Jews and other victims throughout the years of Hitler's dictatorship. Examines its activities in three neighboring towns - Köln, Krefeld, and Bergheim - in 1933-45. Contends that Jews were ultimately the foremost targets of the terror. However, in the prewar period and especially in 1933-35, the Gestapo was busy primarily with political opponents; only after the opposition was eliminated could the Gestapo target "racial" and "social" enemies. During the war the Gestapo was instrumental in the deportation of Jews from Germany and in rooting out those who attempted to hide. Discusses to what extent the Gestapo was dependent on the assistance of "ordinary Germans", i.e. informers. Not all Germans approved of the persecution and murder of Jews, but informers were numerous and indispensable for the machinery of terror; the rest of the Germans were loyal to the regime and gave the Gestapo a free hand in the annihilation of Jews. Moreover, "ordinary people" who voiced protests in other cases never voiced them on behalf of Jews. Quotes from eyewitness accounts by Jewish survivors and by non-Jews.
